Theme Blue Economy
: As a core theme anchored by the Ministry of Earth Sciences (MoES), it focuses on science-led growth for a resilient, inclusive ocean future. Priorities include mission-mode deep-ocean exploration (e.g., Deep Ocean Mission), Marine Spatial Planning pilots, data portals like SAHAV, OTEC-linked desalination in Lakshadweep, and biodiversity-positive aquaculture. Outcome notes at ESTIC will specify actionable steps, timelines, and standards for scaling technologies, aligning with Viksit Bharat's sustainable innovation pillars. This theme emphasizes employment (over 4 million ocean-dependent livelihoods), inclusion (women in coastal workforce), and global leadership via UNESCO training programs.
